“I like taking pictures,” Bertolini said.

Bertolini went to the Country Club Plaza in Kansas City, Mo., and took pictures of people playing in a fountain, along with other students from different countries.

“They were chicken and didn’t want to get in,” Candy Schoenberger said with a smile.

Internet surfers can now receive the latest news from Spring Hill through Facebook.

During a Spring Hill City Council meeting, City Administrator Jonathan Roberts said anyone with or without a Facebook account can look at the website that features pictures and upcoming events.

“Access for the page is now available through our website,” Roberts, who will be updating the page, said.

Councilman Darrell Beck said he understands that Facebook is a trend, but he was concerned because the city doesn’t have control over what people post.

The website for the city of Spring Hill is www.springhillks.com. Facebook can be accessed by clicking on a link on the right side of the home page.

new traffic ordinance approved

City Attorney Frank Jenkins presented a 2010 Standard Traffic Ordinance to the council, which prohibits the use of wireless communication devices while driving.

Under the ordinance, writing, sending or reading texts on wireless communication devices while driving is prohibited.

Jenkins said the League of Kansas Municipalities incorporates legislative changes for traffic enforcement.

Other changes included:

Prohibiting clear or opaque material over license plates that reflects or hides the plate.

Requiring equipment for motorcycle riders. An amended section makes it unlawful for a driver’s passenger under 18 not to wear eyewear and a helmet.

Requiring all passengers in a vehicle to wear seat belts. Vehicles can now be pulled over by police for seat belt violations without another traffic violation. The penalty is $5 up to July 1, 2011, and $10 thereafter, plus court costs.

Water users group discussed

Rory Hale, director of Public Works, presented a interlocal cooperation agreement through the Hillsdale Water Users Group.

Hale said the group was initiated by a few water districts for people that utilize the water at Hillsdale.

“In essence, what this agreement does is give us more of a voice when it comes to dealing with the state,” Hale said.

During his presentation, he said state officials were supportive of the group.

Hale said it provides more security in keeping existing rights.

“It gives us more options in the future should we want to pursue additional water allocations out of Hillsdale,” he said.

If a member of the group wants to increase their water allocation, they would have to come together to discuss the issue and come to an agreement, he added.

City council members were asked to review the details of the agreement. The issue will be discussed in the future.

Hale said it could slightly  reduce the cost for some of the participants involved.

In other city council business:

The council approved a fireworks display fee for the upcoming Spring Hill Fall Festival on Sept. 18.

Council members approved the hire of two new crossing guards. The Spring Hill Police Department received five applications for the position.

With school underway, the Spring Hill Police Department wants drivers to be more aware of their surroundings.

“It seems like we have more kids walking back and forth to school,” said Police Chief Mitch Hofmann. “We’re asking drivers to be aware, slow down and have more patience.”

Hofmann said there are currently crossing guards in three locations: Webster and Spring streets; South and Webster streets; and the 300 block of East South Street.

The department is thinking about getting another crossing guard for the intersection of South and Main streets. Hofmann said a student riding his bicycle was almost struck by a driver.

Principal Rod Sprague was pleased at the amount of fathers who packed inside one elementary cafeteria.

“I never had the opportunity to speak to so many dads in one room,” said Sprague, Spring Hill Intermediate School Principal. “I hope you have two hours.”

After the men chuckled at his remark, he went on to say that almost every child he spoke to said their dad is their hero.

More than 400 people attended a meeting Thursday to kick off the Watch D.O.G.S. program for a new school year at SHIS and Spring Hill Elementary School. Pizza and pop were served.

The program is an acronym for Dads of Great Students. The purpose of the program is for fathers and father figures to spend one day in a building to help create a feeling of security and to serve as a positive role model.

After Sprague talked about rules regarding the program, Troy Mitchell talked about his positive experiences with the program. He said the students enjoy seeing a father in the building.

“They love giving high fives,” Mitchell said. “Your hand will be sore by the end of the day.”

Fathers were not the only ones in attendance. Carl Pattilo went with his grandson Jamie Marshall, a student at SHES.

“The program is a very good program, it’ll work well in areas like this,” Pattilo said.
